Computer runs fine until system restarts, the pci express video card cannot be detected. 1long and 3 short beep from motherboard.
Video Card is Inno3D GeForce 7300LE which is running fine from my other computer

Did you check to see if the power supply's rating (Amperage and wattage) is good ample for the video card?
Unfortunately, I cannot tell from your post, nor from Asus description of the board, exactly what BIOS you are using. Here is a connect you can use to diagnose your error code yourself:
