Are these one and the same?

Yes both are matching, Also they are the same as SATA 1 or SATA I , sata II is classified as 300MB/s or 3GB/s although the limitations of a powered drive dont allow them to come partially close to saturate that bandwidth Have a look here for more info on specifications:
