what will i do if a computer didn't jump beyond the windows XP boot peak??..and in the CPU both the green and red street light flash..

It actually could be set to a number of things. It could be as simple as a discouraging sector or partition. Either of those can be fixed by re-installing the op system.



It also could be a bleak vid card, probably not though or you wouldn't see the XP Boot screen. It could be a discouraging drive, that's very possible. That would require replacing the drive.
